Eligible project concepts can include trainings, workshops, conferences, short courses, curriculum development, and academic competitions, as well as youth-oriented initiatives like summer camps (including language, sports, and leadership themes). The Embassy also signals interest in more innovative or public-engagement formats such as cross-border exchanges, exhibits, hackathons, app development, online projects, mock trials and moot court competitions, simulations and role-playing programs (for example Model United Nations or Model Congress), and arts-based civic programming such as film or theater festivals and performances. Regardless of the format, proposals are expected to clearly connect activities to the Embassy's democracy and human rights objectives and show how the project will contribute to broader reforms in Serbia.

A central expectation in this funding call is meaningful inclusion of underserved communities. Applicants are asked to explain how their projects will expand engagement in underserved areas and with individuals from underserved groups, and to describe how attention to racial equity and underserved populations strengthens the project goals and improves participant experience. In other words, inclusion is not meant to be an add-on; it should be integrated into project design, outreach, participation, and anticipated results.

The primary intended audiences are youth, students, teachers and school administrators, and young professionals, though proposals may also name secondary audiences when relevant, such as media actors, other civil society groups, or broader professional communities tied to the project theme. As a general rule, participants and target audiences should be citizens or legal residents of Serbia. Projects that might involve non-Serbian participants are subject to additional limitations, and applicants are directed to review the full Notice of Funding Opportunity (including the section referenced as C.4.) for restrictions related to funding activities that include citizens of other countries.

Award sizes can be as high as USD 50,000, and the Embassy anticipates making about 10 awards. Grantees are expected to actively publicize their activities, using social media and/or traditional media, and to visibly acknowledge U.S. Embassy support by using the Embassy logo on project materials and communications related to the grant.

Applications were due by March 1, 2023 at 1500h. The required application package and forms are available in the Related Documents section and on the Embassy grants webpage (https://rs.usembassy.gov/grants-programs/). Submissions must be sent by email to DemComSerbia@state.gov, and incomplete submissions received after the deadline are treated as technically ineligible and will not be reviewed. The narrative proposal is capped at 10 pages (attachments do not count toward this limit).
